All Computers can play and DVD format with the exception that some may be region locked.

There is no PAL or NTSC in the computer world.

NTSC DVD's play at ~30fps, NTSC Broadcasts are 24fps. PAL DVDs play @ 25fps

Thanks for clarifying further ... I actually spoke to someone at a Post-Production facility re: PAL and NTSC DVD formats ... he said MOST computer DVD players can play both formats - But there really is no harm in checking, just to be sure.

Yes. Computer DVD Players will play any DVD Format assuming they are not region locked.

Region 1 DVDs - U.S.A., Canada (NTSC)
Region 2 DVDs - Most of Europe, Japan (PAL for Euro/NTSC for Jap)
Region 3 DVDs - Most of Asia (ex Japan) (NTSC mostly)
Region 4 DVDs - Australia/NZ (PAL)
Region 5 .. - China (PAL)
